Baseline surveysWhen piloting improved biomass energy conservation measures it is
recommended to conduct energy baseline surveys. These surveys
provide important energy-specific household data for (1) proper
planning of interventions to improve the energy situation for the
traditional biomass energy user (households, SMEs, institutions)
and, (2) provide a benchmark against which any impacts that may
result from the interventions can be measured.
