GTZ ProBEC is happy to announce a close collaboration with BECCAP the Basic Energy Climate Change Adaptation Programme funded by the Federal German Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU).
BECCAP aims to reduce CO2 emissions in the industry- and household sector by means of the promotion of renewable energies and energy efficiency. The programme will focus on activities in South Africa in the field of domestic and renewable energy and will be launched in the beginning of October 2008.
BECCAP will work closely with selected South African partner institutions like the University of Johannesburg, CEF, the Paraffin Safety Association, Department of Minerals and Energy and the Department of Environmental Affairs and Tourism.
Together with the University of Johannesburg BECCAP is building up the SeTAR Centre a research facility to be able to offer a research service on stoves and biomass to the SADC region.
GTZ ProBEC has always had a close relationship with CEF. In May 2006 a MoU was signed with respect to collaboration on sustainable, renewable energy and efficient energy developments. In April 2007 an addendum to the MoU was signed to identify three areas of cooperation: household and renewable energy and biofuels in Mozambique. On the basis of the close collaboration with ProBEC and ProBEC's relationship to CEF, BECCAP will be able to work together with CEF in certain project in the field of household and renewable energies.
BECCAP will support CEF with a roll out of the Basa Njengo Magogo (BnM) project an alternative fire lighting method in Alexandra. The BnM method has a direct impact on the way in which coal combusts in the lightning process, resulting in a significant reduction in visible smoke and particulate matter.
Furthermore, the South African Programme will assist CEF in developing a PV Strategy for South Africa and in raising awareness on the secure use of paraffin and coal.
The Paraffin Safety Association requested support with printing new education material on the secure use of paraffin and paraffin appliances.
BECCAP will be a programme with a huge variety of different projects to mitigate and adapt climate change in South Africa. With the prospect of more financial assistance from the German Ministry of Environment in the near future it might be possible to extend the programme's activities and their impacts in the next years.
ProBEC will be partnering with BECCAP un the following areas:
- Establish a BECCAP Carbon Facility (BCF). This is an opportunity to scale up operations and influence a transformation in the energy sector in the SADC region. The BCF project pipeline will include projects identified in the SADC region.
- Conducting pilot tests of the mass produced, Aprovecho, rocket stove that is imported from China, and designed by the Aprovecho Institute in the USA. The Aprovecho stove saves 40% fuelwood and reduces polluting emissions by 50-75% compared to traditional cooking. Piloting the charcoal and/or wood burning stove will be across SADC and, in South Africa.
BECCAP and ProBEC aim to develop the market for these stoves, including testing the stoves for safety and energy-efficiency (emissions) as well as the market, finding entrepreneurs, helping to conceive and build different distribution models, realize carbon credits, and possibly financial buy-in from government-linked entities, such as the Central Energy Fund (CEF). (BECCAP is a South African-based initiative implemented by GTZ and funded by the International Climate Initiative through the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety.)
The purpose of the pilot test is to ascertain user acceptance of the stoves in households in three area types (deep rural, peri-urban, and urban). 10 households per area, per country, will be given a stove to try out, and the results will be compared with 5 ‘control' households per area that do not use a stove.
The pilot test will also function as a test marketing exercise and acceptance of the product along the entire value chain will be tested. This would entail testing the acceptance of various role players: importers, distributors, retailers, and consumers.
